The signal

The BIS and IIF said Project Agora’s prototype demonstrated atomic settlement using tokenised central-bank reserves and commercial-bank deposits across currencies and jurisdictions, and that the project would advance toward real-value testing.

This matters because payment rails are institutional authority in operational form. Stablecoins, sanctions architecture, correspondent-banking delays, and geopolitical fragmentation all pressure the old monetary channels. Agora is the central-bank system trying to rebuild the rails before others set the terms.

The reading

The Court reads Project Agora as a quiet institutional answer to a loud monetary problem. The important phrase is not “prototype.” It is “real-value testing.” That phrase is not deployment, but it creates a scoreable next step: named corridors, named banks, and public boundaries around live-value testing.

If the bone is right, the public record will move from proof-of-concept language toward implementation architecture before the end of October.
