Sovereign AI
Sovereign AI usually refers to a country’s capacity to develop, deploy, and govern AI under its own priorities, with meaningful control over the infrastructure, data, expertise, and services on which it depends.
The term covers more than the location of a data centre. Relevant questions include who can access the data, which laws apply, who controls deployment, whether local languages and needs are represented, and what happens if an overseas supplier changes its terms or withdraws service. NVIDIA’s account of national AI capabilities emphasizes domestic infrastructure, local datasets, and local expertise. As a supplier, NVIDIA also has a commercial interest in this framing.
Sovereignty is a matter of degree. Domestic hosting does not eliminate dependence on imported chips, software, finance, or model providers. Nor must meaningful control require every component to be built domestically.
The Dictionary’s broader use
This Dictionary extends the idea to individuals, institutions, and communities. Here it means retaining practical control over an AI workflow: its data, memory, tools, permissions, deployment choices, costs, and continuity.
An operator may use an external frontier model while keeping records in portable formats, maintaining independent backups, limiting access to sensitive data, and preserving the option to change providers. Local models can reduce some dependencies, but are not automatically more capable, secure, or economical for every task.
The practical question is what the operator can still control, move, inspect, or continue if a supplier becomes unavailable.
