Sovereign AI Glossary
Sovereign AI is the operating posture in which an individual, institution, or community keeps meaningful control over the AI systems it depends on: memory, tools, data, deployment, cost visibility, model routing, and continuity.
It does not mean refusing frontier models. That would be purity pretending to be strategy. In 2026, serious work often still requires access to frontier systems from Anthropic, OpenAI, Google, xAI, or their peers. Sovereign AI begins by admitting that dependency honestly, then reducing the parts of the dependency that can be reduced.
The short version: use the frontier when frontier intelligence is actually needed; keep the workflow, memory, data, and ordinary work as close to home as possible.
For this Dictionary, Sovereign AI is the broader philosophical frame around Sovereign Compute. Sovereign Compute asks where the workload runs. Sovereign AI asks whether the operator remains awake, capable, and partially independent while using systems more powerful than anything the operator could build alone.
