When models can produce working code quickly, the scarce layer becomes the human work around the code: naming the right problem, specifying constraints, recognizing a bad abstraction, checking behavior, deciding what should exist, and owning the consequences after deployment.
The phrase is useful because it irritates the right reflex. If heard literally, it is too strong. If heard structurally, it points to the shift already underway: syntax is falling in price; judgment is not.
