Capability Uplift
Capability uplift is the increase in an actor’s effective ability caused by access to a model, tool, or system, relative to what that actor could accomplish without it.
The baseline matters. A model may perform impressively on an expert benchmark while providing little uplift to an expert who already has better tools. The same model may substantially uplift a novice by supplying knowledge, speed, or procedural guidance the novice lacked.
Safety evaluations therefore ask more than whether a model can complete a dangerous task. They ask whether access meaningfully raises the success rate, speed, scale, or reach of the people likely to use it. Capability without uplift may be latent. Uplift changes what an actor can actually do.
The term is also useful outside safety. A teaching tool, coding agent, or local model earns its place when it raises the effective capability of its user rather than merely producing an impressive demonstration.
