Capability Diffusion

Capability diffusion is the movement of an advanced capability from a small number of controlled institutions into cheaper, broader, and harder-to-govern distribution.

In AI, diffusion can occur through falling inference costs, open-weight releases, distillation, research publication, employee mobility, better tooling, or competitors independently reproducing the capability. What was once available only inside a frontier lab may become runnable by ordinary firms, universities, governments, and individuals.

Diffusion changes governance. Rules aimed at three API providers become less effective when similar capability exists in downloadable models distributed across many jurisdictions. It also changes access for the better: useful intelligence reaches researchers, small companies, and local operators who could not afford or trust the closed tier.

Capability Diffusion differs from Capability Overhang. Overhang is unused possibility already present in a system. Diffusion is the spread of that possibility across actors and institutions.
